Kent County Council (KCC) offers funded early education entitlements for children aged 9 months to 4 years. The following entitlements are available:

Most children start reception at school the Autumn term after they turn 4. They are no longer entitled to use their government funded hours at a childminder once they have started school.

Parents can apply for 30 hours of childcare from when their child is 23 weeks old.
If parents apply more than three months before the start of the new term, they will need to reconfirm their details before the end of the month prior to the start of the new term to maintain eligibility.

Parents must set up a childcare account via HMRC.
If the application is approved, parents will get an 11-digit code to give to their childcare provider. This is a unique code per child, which will stay the same the until the child starts school. Parents must reconfirm their code via the HMRC portal every 3 months to maintain eligibility.

All 3 and 4-year-olds in England are entitled to 15 hours of free childcare per week for 38 weeks a year.
Children can start using their 15 hours based on their date of birth:

The Early Years Pupil Premium (EYPP) is additional funding provided to early years providers to enhance the learning and development of eligible children. The goal is to improve outcomes and provide them with enhanced support.
This is paid at £1.00 per funded hour, for a maximum of 570 hours per year.

For children who meet the Economic Criteria
Early Years Providers should apply for EYPP through the FIS Synergy Provider Portal when doing their Actuals claim submission.
For late joiners who missed the Actuals claim and weren’t able to apply via the portal, they must apply using the online application form for all Economic criteria. This will be available on Wednesday 17th September 2025, here.
The LA will check the eligibility and email to advise of the outcome.
For children who meet Other criteria
For children who have left the care of a local authority
Providers should complete the application form on Kelsi this will be available on Wednesday 17th September 2025
Children who are currently being looked after by a local authority
Providers should complete the application form on Kelsi, this will be available on Wednesday 17th September 2025. Management Information will then check applications with Virtual Schools Kent (VSK).
VSK will verify eligibility and will make EYPP payments for these children using their own payment schedule.

Purpose and Intended Use
Disability Access Fund (DAF) provides funding to support children with disabilities or special educational needs. The DAF aids access to early years places by supporting providers in making reasonable adjustments to their provision.
DAF is payable as an annual lump sum per eligible child, and is paid at the current fixed annual rate of £938.00 per eligible child.

Children may be eligible for DAF if they meet the following criteria:
The child is in receipt of Disability Living Allowance (DLA).
The child is accessing a funded placement.
If a child who is eligible for DAF is splitting their funded hours across two or more providers, the parent must nominate one of the settings to receive the DAF funding as this cannot be split.

Early Years providers can download an application form to apply for DAF funding for all age ranges using the link below
Please note that this form needs to be completed with parents and carers and emailed to Early Years Management Information at miearlyyears@kent.gov.uk with a copy of the latest DLA awards notice. The awards notice needs to cover the term in which the application is made.
Only one application form is required per child throughout their funded entitlement, provided that they remain at the same setting
Providers will receive successive annual payments provided that a claim is received for one of the free entitlements and the child remains eligible to receive Disability Living Allowance.
However, new evidence of entitlement to Disability Living Allowance will be required if the evidence originally submitted has expired. Therefore, if an application for DAF has already been submitted in a previous term/year, there is no need submit again.
If a child receiving DAF moves from one provider to another, the new provider is not eligible to receive DAF funding for this child within the same year. Funding received by the original provider will not be recouped by Kent County Council. The new provider is not eligible to receive DAF funding for this child until the anniversary of the first payment has passed. A new application will have to be completed and sent to Management Information after this period.
📝 How to Register for Funding

Once you’re registered as a tiney childminder, our funding team will email the LA funding team to request assistance in helping you register. The LA will then send a registration pack, including a registration form for you to complete and return to them. On return, it will typically take a few working days to a week for the LA funding team to process your registration.
A visit is not required from the LA to register.
How long does registration take?
The LA will take up to a week to review your application documents, and approve your registration.
You can offer funding once you’ve received an email from the LA containing your Synergy portal login details.
You can offer funding starting mid-term, but note that this may impact result in missing estimate or actual headcount deadlines, which could delay payments.
What bank details to provide
You can provide details to your unique funding account to your Local Authority. These can be found in your tiney app in business settings under the Local authority funding section.

Headcount Week
The term’s funding is based on headcount week. In order to submit a claim for the term, providers must be open and offer funding during the designated headcount week.
Child attendance is required. Children should attend for their full funded hours during headcount week unless they are ill or on holiday.
Keep evidence. Providers must keep evidence of illness or holiday, such as an email or text from the parent, for compliance.
Contact the LA if a child does not return. If a child is ill or on holiday and doesn't return, providers must contact Kent to reduce the claim before payment is made.
No claim can be made if a child leaves before headcount week. However, if a signed Parental Declaration form is in place, the provider can submit an appeal to Kent to be funded for the weeks the child did attend.

Kent support stretching up to 48 weeks per year. For providers offering stretched funding, headcount submissions can be made using the 48 week pattern, and there will be a tickbox option on the portal during Actual tasks, which will allow you to claim more weeks within the term. If you want to offer stretched funding but cannot see this box, contact miearlyyears@kent.gov.uk to have this entered.

Headcount submissions are required termly, for funding claims within each term. There are three main headcount types that can be completed each term, please see the guides from the LA below.

The last 2 monthly payments in the term are based on the actual claim, minus any amounts already paid from the estimates.
⚠️ For all children using Working Parent funding, the provider must submit an eligibility check via the KCC website here, in addition to submitting the headcount and eligibility information via the portal.

There are 2-3 adjustment windows per term, and payment will normally be made at the end of the month after an adjustment has been submitted.

💷 Payments
Payment dates are shown in the table of headcount dates for each term.
Payments will be made based on which headcount tasks are completed, and the number of children claimed in them.
Examples of how payments work

For simplicity, we’ll assume there’s 1 child in all following examples, paid at an hourly rate of £10.
If an Estimate is completed, the interim payments will be 50% of the estimated amount, split over the first 2 months - so effectively 25% per month.
Example: 100hrs * £10/hr = £1000 estimate. Payments 1 & 2 = £250 per month.
If the Actual is completed for the same number of hours as in the Estimate, the balancing 50% of the funding will be split over the last 2 months - so the same 25% paid each month.
Example: 100hrs * £10/hr = £1000 actual. Payments 3 & 4 = £250 per month.
If an estimate is completed, and an actual is completed for a higher number of hours, the payments in the last 2 months will be higher than the payments made from the estimate.
Example: 100hrs estimate, 150hrs actual. Payments 1 & 2 = £250 per month, payments 3 & 4 = £500 per month.
If an estimate is completed, and an actual is completed for a lower number of hours, the payments in the last 2 months will be lower than the payments made from the estimate.
Example: 100hrs estimate, 80hrs actual. Payments 1 & 2 = £250 per month, payments 3 & 4 = £150 per month.
If an estimate is submitted but a child then doesn’t take up their place, the LA will clawback any overpayments from the estimates.
Example: 100hrs estimate, 0hrs actual. Payments 1 & 2 = £250 per month. Any payments made for other placements in months 3 and 4 will have a credit applied from the LA of £250.
